Liu Youbin: CCERs, or Certified Voluntary Emission Reductions, are traded products in the national voluntary greenhouse gas emissions trading market.The voluntary emission reduction trading market and the carbon emission trading market complement each other and together constitute a complete carbon trading system in China. Promoting the construction of the voluntary emission reduction trading market is conducive to supporting the development of forestry carbon sinks, renewable energy, methane emission reduction, energy conservation and efficiency projects, stimulating a wider range of industries and enterprises to participate in greenhouse gas emission reduction actions, and promoting the achievement of carbon peaking and carbon neutral goals.
We note that the community is highly anticipating the launch of the voluntary emission reduction trading market. At present, the Ministry of Ecology and Environment is speeding up the preparatory work before the launch of the voluntary emission reduction trading market in accordance with the requirements of the Party Central Committee and the State Council, and has made positive progress.
The first is to clarify the main institutional arrangements for the voluntary emissions trading market. The Ministry of Ecology and the Environment (MOE) has drafted a set of guidelines for the voluntary emissions trading market, with the objective of serving the "double carbon" objective as the fundamental starting point, highlighting the "voluntary" attribute and strengthening the integrity management and information disclosure of the market.
